NORTH AMERICA
The question as to the timing and eventual outcome of the next Canadian Federal election remained unasked at the Nicholson Wednesday-Night Think Tank, but the consensus had shifted in predictions concerning elections in the United States and Yugoslavia. In the past, Wednesday Night pundits (with the exception of John Ciaccia & DTN) had given Al Gore no chance against the financial might of George W. Bush. Now, however, the polls indicate that Gore is either leading, or neck-and-neck with Bush and it is generally expected that the U.S. public will become increasingly aware of the intellectual gap between the two candidates. For what it is worth, there is a tradition that over the past 40 years, no candidate who led the polls over Labor Day weekend has been defeated. Still, it is the composition of Congress that will determine the future of the government of the United States, a riddle to which no one present was prepared to suggest a possible answer.WASHINGTON--As the U.S. presidential candidates gear up for the final laps of their respective campaigns, Silicon Valley and other technology hotbeds will be watching closely as Vice President Al Gore and Texas Gov. George W. Bush flesh out their positions on technology issues.

AND IN YUGOSLAVIA
The fabled survival instincts of Slobodan Milosevic may have come to an end. Reliable public opinion polls see the opposition leading two to one. According to Yugoslav law, if no candidate wins a clear majority, there is a runoff vote between the two top winners. Milosevic has been suspected of stealing votes in past elections, but considering the extent of the apparent flagging support, it would be extremely difficult to change the outcome with such tactics. The hallmark of Milosevic's past successes has been the ability to rally support by creating a crisis and playing the role of saviour against the perceived, artificial threat. If this is done just before the runoff election, it might possibly work once again. If it is done before the first election, it may very well have more dire consequences.THE UNITED NATIONS MILLENNIUM PEACE SUMMIT
The current gathering in New York was greeted with a big yawn by most Wednesday Nighters. The United States will not pay its dues and a rapid deployment force will not be created. If it is, it will probably be anything but rapidly deployed.
(Editor's Note: in fact, the Millennium Declaration has much more to do with how to create the global institutions required to respond to the new globalized economy and fix the health and social problems of the world though international cooperation than with the rapid deployment force. )The Wednesday-Night Salon was converted into the Nicholson Wednesday Night Think Tank to consider this issue. The key appears to be education, education in the basics of growing food, education in how to think for one's self, learning how to research important topics on the Internet leading to true Democracy that comes from being fully informed. Our civilization is on the cusp. Young educators have become aware of the need to develop in their charges, the eight identified intelligences, nature, animals, growing food, maths, body-athletic ability, people strength, interpersonal relationships and inner intelligence. Children at the first grade level are learning how to make their own good decisions. The transformation will take time as the younger teachers trained in the new Education gradually take over from their predecessors. Children educated at home may possibly do better academically, but the interpersonal relationships and eight intelligences can be best transmitted in the atmosphere of a second millennium classroom.
THE STOCK MARKET
The stock market has had a remarkable run beginning in October 1998. The Canadian market will back off in September and October for various reasons. Nortel, which represents thirty percent of the T.S.E. 300, will come down, taking the T.S.E. with it. The market will back off in October when a buying opportunity will presents itself for a leg up in the new year. Traditionally, the October sell-off in the United States is muted in election years, and this year will be no exception.Tuesday, September 12, 2000 Nortel Networks (NT US$68.00) Recommendation: n.a. Nortel Networks has seen its share price decline 17.5% in the past five trading sessions as profit concerns in the technology sector and technical factors have triggered weakness in the stock on increasing volume. Yesterday witnessed significant intra day volatility with a $8.85 spread between the day's high and low prices. Although Nortel's long-term upward trend is intact, the recent weakness in the stock warrants attention. We would wait for Nortel to hold support at $100 before buying. If Nortel were to break $100, we see the next level of support at $91 per share.
