September 26, 2000 kosovo. Almost a decade of repression had brought a militant faction of ethnic Albanians to the forefront of the province's struggle for independence. Passive resistance to Serbian rule had produced few tangible results and a growing number of young Albanians chose violence to force change from the Yugoslav leader, Slobodan Milosevic.

Slobodan Milosevic is toast. Despite efforts on his part to hold onto power, accompanied by violence or not, he will be gone by the end of this year. For the first time ever, he has accepted the fact that an opponent has received more votes than he. The army, his most powerful ally in the past, has stated that it will ensure that the constitution is upheld. There are strong rumours that he is trying to destabilize the opposition which consists of a coalition of eighteen parties, by offering a prime ministership to various members, or by creating a crisis in Montenegro. He will most probably fail, because, without army support, he is in a poor negotiating position. But Milosevic will not go quietly. He will only leave kicking and screaming. Basically, he has three options.

  1. Cede power gracefully. This is an unlikely scenario.
  2. Negotiate some type of presence.
  3. Attempt to create a crisis, using it to postpone a second round of elections.

His successor, Vojislav Kostunico, is a mixed blessing. Unlike Milosevic, Kostunico is a nationalist. He will bring the rule of law to Serbia and improve relationships with Montenegro. He will not turn his predecessor over to the International Tribunal at The Hague, but at some time in the future, a successor might do just that. In the event that Milosevic attempts to escape by fleeing, there are would be very few countries in the world prepared to receive him.

Air Travel Fun?

Travelers may look back with warm memories to a past when air travel was more comfortable, more civilized and more courteous, but with the deregulation of air fares, the travelling public is more interested in the freebies and low fares that now attract clients to airlines. In constant dollars, today’s fares are about one-third those of the 1960's. Wide bodied jets make passing through customs a wearing experience. The move to the hub system enables airlines to increase competitiveness by sizing their aircraft to the size of the various markets served, to the increasing discomfort of the airline traveller. Increasing competition between the manufacturers of aircraft means less R & D relating to the traveller and more for the military. This translates into greater operating efficiency and lower fares, but little to address the air traveller.

It has been predicted that the number of airlines throughout the world will drop dramatically in the next few years as competition results in greater efficiency and profit margins become tighter. Air Canada, once it has succeeded in digesting Canadian, will be in a good position to compete effectively with other international carriers. Consolidating employees who are members of different unions, with different seniority profiles will be a daunting challenge, but through improved negotiating skills and a human approach on all sides, the employees, management, shareholders and travelers will end up winners.
