Vidéotron's 50 Mbps service will cost $79.95 a month and have a monthly upload and download cap of 50 GB. Vidéotron also unveiled a 30 Mbps service yesterday, priced at $64.95 a month with a 30 GB cap. [Ihav no cap] In contrast, Bell charges $94.95 a month for its 16 Mbps service with a 100 GB cap.

Carrier to spend $18 million to increase bandwidth in central Quebec ...the modernization will take network capacity in the region from lagging behind Videotron’s network in the Montreal area to exceeding the 750-MHz capacity of the Montreal-area network. ,,,Videotron has been quite successful with voice over IP (VOIP) telephone service offerings in the Montreal and Quebec City areas, Arnold commented. Videotron says it now has more than 163,000 VOIP subscribers. But Arnold said Videotron is succeeding in the voice market by offering significantly lower prices than Bell, and “you have to wonder, can they possibly be making money with this.”

Thursday Nov 17, 2005 rci Canada is expected to support continued United States control of the Internet this week at the Wordl Summit of the International Society. There are fears that if control is handed over to the United Nations, countries known for imposing censorship such as China and Cuba could bypass UN authority. In the past, countries with poor human rights record have used their position as UN member states to blunt criticism of their activities by the UN Human Rights Commission. There have been calls from the international community for the creation of a UN oversight body. But the European Union says such a body must ensure freedom of speech.
Wednesday Nov 16, 2005 Representatives from the United States and nations that had sought to break up some of its control over the Internet reached an accord on Tuesday night that leaves the supervision of domain names and other technical resources unchanged. They agreed instead to an evolutionary approach to Internet management.
But the accord, a document of principles that delegates from more than 100 countries worked out here after more than two years of sometimes fiery argument, also established a new international forum intended to give governments a stronger voice in Internet policy issues, including the address system, a trade-off that the Americans were willing to accept.
Although many of the Internet's basic concepts and its infrastructure grew out of American government and academic research in the 1960's and 70's, most Internet users are now outside the United States. The computer network has grown into a critical international tool for communications and commerce.
The deal clears the way for the summit to focus on how poorer nations can benefit from the digital revolution

Canada's transport minister, David Collenette, has announced that the
Canadian Air Transport Security Authority will take over
responsibility for airport screening starting on Jan. 1. Mr.
Collenette says its creation is part of the "safety and security
culture" now needed in the airline industry. The decision to create
it was taken as part of Canada's response to the Sept. 11 attacks.
The minister made his remarks in Mississauga, Ont., at the graduation
ceremony for one of the last groups of graduates of the agency's new
screeners. The Canadian Air Transport Security Authority takes over
responsibility for screening from the country's airlines, thus
standardizing screening across Canada, while imposing stricter
screening procedures to be enforced by its 3,000 screeners. It will
also implement a new pass system for restricted areas of airports and
random screening for airline employees

Under the new system, dial-up customers will be limited to 2GB of total monthly activity. Similarly, High-Speed users will be limited to 10GB and Ultra users to 20GB.
Sympatico will still be applying the same extra charges to those users who exceed their limits. Users will be charged $7.95 per gigabyte over their monthly limits, up to a maximum of $30 per month (or almost 4GB over the limits). If a subscriber uses more bandwidth than that, no extra charges will be levied, a Sympatico spokesman said.
