REX MURPHY: This
Century of Conflict effectively began with a conflict in the Balkans. And with the terrible symmetry that sometimes seems to govern human affairs, it looks to be ending with a conflict in the Balkans. The images out of Kosovo and the region have transfixed the world for the past two weeks. We are at war and yet at least from this side of the globe, it really doesn't really seem like it. I think if you asked most Canadians whether our country was at war if they replied quickly, they'd say no.

Recently, for example, the big news in Africa was the accession to power of Joseph Kabila in the Congo after the assassination of his father, Laurent Kabila.
